“We acknowledge the generosity and convey our sincerest appreciation to the LGU of Calbayog for giving us the right of possession and beneficial use of a parcel of land owned by the city government as site for DENR office,” says Tirso P. Parian, Jr., Regional Executive Director of the Department of Environment and Natural Resources in Region 8.
RED Parian made the statement following the signing of Deed of Usufruct with the LGU of Calbayog in Samar, through its City Mayor Ronaldo P. Aquino. Through the usufruct, the DENR is offered the use of five hundred (500) square meters portion of a real property where a future site of DENR may be constructed. The usufruct is valid for 25 years and renewable for another 25 years at the option of the usufructuary.
In usufruct, the ownership and title of the real property remains with the owner, in this case the LGU of Calbayog. Whereas, the DENR as the usufructuary, is accorded a temporary right to use and derive benefits from the subject property.
“With the parcel of land, the DENR may be able to construct an office in the City of Calbayog. This will make our programs and services more accessible and thereby making our Department more responsive to the needs of its clients,” added RED Parian.
At present, the provincial office of DENR in Samar is located in Catbalogan City. It has two (2) Community Environment and Natural Resources Office (CENRO) with CENRO-Sta Rita having jurisdiction of the municipalities of Sta. Rita, Basey, Pinabacdao, Talalora, Marabut, San Sebastian, Villareal, Calbiga and Hinabangan under its jurisdiction. The other is CENRO-Catbalogan with the City of Catbalogan, Paranas, Motiong, Jiabong, Calbayog City, Sta. Margarita, Gandara, Tarangnan, Daram, Zumarraga, Almagro, San Jorge, San Jose de Buan, Pagsangjan, Sto. Niño, Tagapul-an, and Matuguinao under its area of jurisdiction.
