My salutation to Engr. Esteban C. Martin for a job well done in steering the Mines and Geosciences Bureau-Regional Office No. VIII (MGB-RO8) as the Officer-in-Charge. A job that is never easy considering the many contentious issues that always hound the mining industry and our regulatory functions of the said industry. To Mr. Engr. Martin, again congratulations and may you continue to steadfastly fulfill whatever functions and tasks that may be reposed upon you today and in the years to come.

 

Today, we have just witnessed the official turn-over to Engr. Leo Van V. Juguan as the new regional director of MGB-RO8. He will hold the rein of this Bureau in his capable hands. But then again, no matter how capable and committed the leader is, if it does not have the support and cooperation of everyone, it will accomplish little and with great difficulty. It is without saying that you have to extend the same, if not, better collaboration that you have extended to his predecessor.

 

It is a fact that among the different bureaus and attached agencies of the Department, the MGB has been treading on sensitive grounds. Mining has always been associated on human greed for wealth at the expense of our environment and at the other side of the equilibrium, the necessity of utilizing our mineral resources for national industrialization, development and progress.

 

Here in Eastern Visayas, we’ve had our share of mining issues, specifically in the islands of Manicani and Homonhon in Eastern Samar. The mining companies there and their operations have always been within the radar of the mass media and the different environmental groups. But through it all, the Department and the MGB, particular, has always been open to dialogue with all the stakeholders. We have shown that we can face all the issues on mining head on and professionally. We stood our ground based on our legal mandate and will continue to do so.

 

The continuing challenge to the MGB and its officials is to be true and steadfast on your mandate. The key words that we must always put to heart are, “responsible for the sustainable exploration, utilization and conservation of all mineral resources.” Another is your being “responsible for the rational administration and disposition” of the same. We just be mindful of those and we will never go wrong.

 

And with the issuance of DAO 2018-18, there is now a clearer and closer coordination between the DENR, EMB and MGB in the regional setting. Let us all closely work together in the strict enforcement of environmental laws, rules and regulations. And your part, on those related to mining activities in the region.

 

We have the Regional Executive Committee composed of the RED, ARDs and RDs of EMB and MGB created by DAO 2018-18 that will regularly meet to discuss matters related to the mining industry, among others.

 

Again, let us be united and true in the implementation of our mandate. Together, there is no reason that we will fail our mandate.

 

To Engr. Leo Van V. Juguan, our new MGB Regional Director, congratulations and I wish you all the best in your journey here in Region 8.
