LEONARDO R. SIBBALUCA: A PROFILE
Regional Director Leonardo R. Sibbaluca is the 17th Regional Executive Director (RED) of the Department of Environment and Natural Resources (DENR), in Region 8 and the first Regional Director (RD) of the DENR8 since its functional structure was rationalized under the government’s rationalization program per Executive Order No. 366. Prior to his appointment as RED on December 19, 2013, he was the Head of the River Basin Control Office (RBCO) at the DENR Central Office in Quezon City.
While heading the RCBO, RD Sibbaluca was given the tall order of DENR Secretary Ramon Paje, to head the rescue and rehabilitation efforts for the DENR employees in Region 8 who were affected by the strongest typhoon Yolanda (Haiyan) to ever hit the world on November 8, 2013.
With grace and fervor, RED Sibbaluca accepted the order of the Secretary. He was able to mobilize and secure assistance from the different sectors ad DENR Central Office and Regional offices to rescue, rehabilitate and the employees and the offices affected by said typhoon. The tall order include providing relief assistance and stress debriefing to the affected employees and their families, cleaning the debris (including the DENR damaged vehicles) as aftermath of the typhoon and storm surge; and refurbishing the office ready for normal operation by January 15, 2014.
The swift transition of the operation of the DENR Eastern Visayas to normalcy, has catapulated the assignment of RD Sibbaluca as full time head of the regional operation, hence Secretary Paje assigned him to lead the DENR Region 8.
RD Sibbaluca always proudly tells that he hails from poor family in Bambang, Mangga, Penablanca, Cagayan in Region 2. However, this did not hinder him from soaring to higher heights of his career and being a successful family man.
He finished Bachelor of Science in Forestry at Isabela State University in 1974 and his post graduate studies in Public Management at U.P – SLCT Consortium in 1981. Currently he is pursuing his dissertation writing to complete his Doctor in Public Administration at La Salette University.
He successfully passed the examinations for Forest Technician, Foresters’ Board Examination, Armed Forces of the Philippines GCT (Direct Commission) and the Career Executive Service Board putting him now as Career Executive Service Office at the third rank (CESO III).
Fresh from college, he started his government stint on October 1973 as a Casual Laborer of he Bureau of Forest Development (BFD) then worked in 1974 with a private company as Forest Department In-Charge. As a young professional, RD Sibbaluca tried to explore other fields when he entered the military as probitionary 2nd Lieutenant from 1975 to 1976. Dictated by passion for the forestry field, he left the military and joined again the forces of the Bureau of Forest Development as Casual Forester in the later part of 1976. He rose from the ranks serving the environment and natural resources sector in various capacities in the Bureau of Forest Development and now Department of Environment and Natural Resources (DENR) as Regional Director.
In his 38 uninterrupted years of service at the military and the DENR, RD Sibbaluca attended various technical and managerial trainings locally and internationally. This molded him into a high calibre regional executive. To name few of his international trainings are: Policy conference on Environment Development and Biodiversity Conservation held in Malaysia; Environment Management Program held in Japan; Negotiation and Mediation Techniques for conflict Management held in Thailand; Mangrove Forest Ecology Forum on Watershed Governance held in Florida, USA; Climate Change Mitigation and Adaptation held in Sweden and a Follow Through Training on Climate Change Mitigation in Vietnam and lately in Cambodia; Biodiversity Conservation and Ecotourism in London, United Kingdom; 13th World Forestry Congress in Argentina; Seminar on Clean Energy for Development in China; Environment and Biodiversity Conservation in South Korea; Wood Pellet Manufacturing also in South Korea; Peatland Conservation and Management in Malaysia; Environmental Information and Intelligence Management Course in Indonesia.
RD Sibbaluca is happily married to Delilah Malayao also a registered Forester with whom he is blessed with seven (7) children who are now professional and successful in their respective fields of expertise.
