The Department of Environment and Natural Resources (DENR) in region 8 presented a paper entitled “Building Community Resilience to Climate Change Impacts through the National Greening Program (NGP)” to the participants of the 2nd Regional Conference on Climate Change RDE held at the Visayas State University, Baybay City on December 18-20, 2017.

The paper, presented by DENR 8’s Conservation and Development Chief Eugenia Bautista focused on the NGP as a climate change mitigation and adaptation strategy designed to prepare the community for the impacts of climate change. It also presented different ways on how the NGP reduces poverty among marginalized households, taking the experience of the Naungan San Juan Mangrove Planters Association (NSJMPA) in Ormoc City.

DENR cited that through the livelihood activities under the NGP, such as seedling production, planting, and maintenance and protection, NSJMPA’s assets as a people’s organization have increased.

They have likewise contributed to the ecological stability of the area by developing desolate mudflats into lush mangrove forests. DENR’s concept paper further cites that the development of mangrove areas and the livelihood opportunities under the NGP has created a more resilient community by providing them with safeguards and coping mechanisms against the impacts of climate change.

The conference served as an avenue for the different institutions to present their papers on how their programs, projects, and activities bring positive impacts to their stakeholders and the environment. It was participated by different local government units, state universities and colleges, civil society organizations, and government organizations engaged in climate change research, development and extension services.
